Laughlin Air Force Base is located just east of Del Rio, Texas and occupies approximately 5,500 acres. Laughlin AFB is one of the largest and most active pilot training bases in the Air Force. New pilots complete primary flying training at Laughlin AFB using the T-6A Texan II. Pilots may stay for continued training or move to one of the three (including Laughlin AFB) specialized advanced training bases for the USAF pilots.

Future dry and drought conditions, combined with projected population growth in Del Rio and within Val Verde County, threatens the availability of water resources that support the Laughlin AFB mission, residents, and users of the Aquifer. Noise concerns may also arise as the T-7 is moving to Laughlin AFB in the next decade potentially leading to an increase in noise complaints, which could impact both daytime and nighttime flying operations. Additionally, the risk of wildfires and smoke—which could disrupt flight operations—may increase due to incompatible development in the area and throughout the County.
CLF is working with Laughlin AFB to protect the drinking water source for the installation and the City of Del Rio: San Felipe Springs and to prevent incompatible development surrounding the base. The City of Del Rio has participated in the development of plans for REPI activity in the community, with the potential to include trails and other public resources in the future.
